Overall purpose of the role:

The HDP Team Leader-Kakuma is responsible for the day-to-day implementation of all aspects of the HDP Sector projects in Kakuma. This includes, but not limited to ensuring; planning and implementation of project activities, development and management of project budgets; timely and high quality narrative reporting; contribution to financial reporting; contribution to development of funding proposals in order to sustain and grow the project and HDP work in the Karamoja cluster, adherence to DRC security procedures and regulations, representation of DRC HDP sector   in Turkana, adherence to/ fulfilment of DRC standard regulations and operational procedures (including the Code of Conduct, the DRC-HDP Programme Manual and administrative regulations), approved programme documents, donor contracts and Kenyan law

Duties & Responsibilities:

Strategic planning:

  • Contribute to the implementation and review of HDP strategy for DRC Kenya program, with a focus on initiatives in border areas of the Karamoja Cluster.

Project management:

  • Prepare and review annual, monthly and weekly work plans for the Social cohesion project and other projects in Kakuma and Lodwar in accordance with annual planning cycle;
  • Ensure proper and timely implementation of project activities according to workplans and agreed policies and donor requirements;
  • Contribute to the development of the M&E plan and ensure its full and timely implementation;
  • Provide regular internal reports and other relevant information on conflict management, policy matters, project activities and external relations to the immediate supervisor, based on agreed formats and schedules.

Organisational and people management:

  • To develop an effective working relationship with the Kenya programme team based on a clear understanding of respective roles, as well as a collaborative approach;
  • Line management of project staff:
  • Ensuring delivery by project staff of timely and high-quality outputs;
  • Developing performance plans and holding performance appraisals for all project staffs under direct management.
  • Monitor project implementing partners work and report accordingly

Finance and fundraising:

  • Ensure the development of project budgets and spending projections;
  • Monitor expenditure against budgets;
  • Together with immediate supervisor and other DDG staff identify opportunities for new projects and funding;
  • Contribute to development of funding proposals;

External representation and advocacy:

  • Ensure good and constructive relations with local government at County, and sub-County levels;
  • Strengthen HDP contacts and coordination with other NGO/CBOs operating in Turkana County on security, conflict management, social cohesion, land governance related issues and advocacy;
  • Represent HDP in external meetings in Turkana County and as delegated by Area manager and HDP manager;
  • Ensure good relations with DRC s partner organizations;
  • Represent DRC HDP sector towards donors at local level;
  • Any other tasks requested by the immediate supervisor and or Country Director.

Monitoring and Evaluation

  • Prepare Monitoring and evaluation reports when required and submit to the MEAL Focal point person.
  • Ensure all project activities data are captured using correct monitoring tools provided by organization
  • Assist with any other related activities as deemed necessary by the supervisor
  • Assist in data collection and evaluation activities

Requirements

Experience and technical competencies:

  • Substantial knowledge of the Kenya political system from community to national level;
  • Exceptional understanding of local dynamics that lead to armed violence (ideally in arid and semi-arid parts of Kenya);
  • Extensive experience of working on issues related to land governance and conflict management, community-based approaches, awareness raising, advocacy, and development of policy recommendations;
  • Extensive experience of working with and managing partners;
  • Extensive experience of project management including monitoring and evaluation;
  • Extensive experience of report writing;
  • Demonstrated capacity for proposal development;
  • Extensive experience of management of project finances;
  • Experience of working in complex and politically-sensitive contexts, and excellent political judgement;
  • A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
  • Experience of working in insecure environments and of security management;
  • Fluency in English. Strong command of written English and ability to speak clearly to various audiences;
  • Fluency in Turkana or Pokot would be an advantage;
  • High degree of computer literacy;

Education

  • Master’s degree in social science, Peace studies, or related field in humanitarian aid.
